Project Overview
The Senior Business Systems Analyst position plays a critical role in aligning business needs with technology solutions in support of the Division of Assessment and Accountability’s data collection and assessment systems. This role is responsible for analyzing complex business processes, coordinating with internal and external stakeholders, including assessment vendors, and delivering technical solutions that support Maryland’s educational data initiatives. The position ensures that vendor-supplied data aligns with the requirements of the Education Data Warehouse (EDW) and translates complex business program needs into actionable system and data requirements.
Technical skills include strong analytical and problem-solving skills with experience in data-driven environments. Proficiency in tools such as SQL, MS Office, Toad, Oracle Tables, Oracle Business Intelligence Enterprise Edition (OBIEE), and visualization/reporting tools is a plus.
Duties/Responsibilities
• Serves as a liaison between business stakeholders and technical teams to gather, analyze, and document functional and non-functional system requirements.
• Performs gap analyses, identifies cross-dependencies, and proposes system enhancements or new solutions.
• Translates business program requirements into functional system specifications for multiple data collections and assessment platforms.
• Collaborates with external assessment vendors in analyzing all vendor data file layouts and integrating required data elements into MSDE systems using intermediary documents.
• Supports the development of application system platforms and reporting.
• Ensures vendor data meets defined specifications and is compatible with the EDW.
• Validates data accuracy and integrity for each assessment cycle and works with vendors to resolve issues.
• Provides support and requirements gathering for internal and vendor-based applications used in data collections, including both MODE and non-MODE systems.
• Translates business program requirements to functional system requirements for data collected in the Division of Assessment and Accountability.
• Develops and executes test scenarios to validate system functionality and data integrity.

• Assists in user acceptance testing (UAT), working with program staff to ensure solutions meet requirements and function as intended.
• Tracks defects and coordinates resolution with vendors and internal teams.
• Creates and maintains detailed documentation, including business rules, requirements, test plans, process flows, and data mappings.
• Provides regular status reports to stakeholders and leadership on project progress, risks, and data readiness.
Minimum Qualifications Required
• Bachelor’s degree in Computer Science, Information Systems, Data Analytics, or a closely related field; or equivalent experience.
• 8+ years of professional experience as a Business Systems Analyst (or similar role) delivering enterprise data and analytics solutions.
• 5+ years experience eliciting and documenting requirements (functional and non-functional) and producing BRD/FRD/RTM, process flows, and data mappings.
• 5+ years hands-on SQL for data profiling/validation and experience with Oracle-based data warehouses and BI platforms (e.g., OBIEE or equivalent).
• Demonstrated experience coordinating with external vendors and integrating vendor-supplied datasets into an enterprise EDW with strong data-quality practices.
• Experience supporting UAT and defect management with stakeholders across business and technology teams.
• Proficiency with MS Office; familiarity with Toad for Oracle (or equivalent tooling).
• Excellent communication, documentation, and stakeholder management skills within Agile delivery teams.
• Relevant business analysis certification (e.g., IIBA CBAP/CCBA or PMI-PBA), or equivalent demonstrated expertise.
