DESCRIPTION OF SERVICES
Texas Department of Licensing and Regulation requires the
services of 1 Project Manager 3, hereafter referred to as
Candidate(s), who meets the general qualifications of Project Manager
3, Project Management and the specifications outlined in this document
for the Texas Department of Licensing and Regulation.
All work products resulting from the project
shall be considered "works made for hire" and are the property of the
Texas Department of Licensing and Regulation and may include pre-selection
requirements that potential Vendors (and their Candidates) submit to and
satisfy criminal background checks as authorized by Texas law. Texas Department
of Licensing and Regulation will pay no fees for interviews or
discussions, which occur during the process of selecting a Candidate(s).

The Texas Department of Licensing and Regulation
(TDLR) requires the services of one Project Manager 3 meeting the general
qualifications of a Project Manager 2 Category Type, Core Technology and the
specifications outlined in this solicitation.
Candidates will work with TDLR to perform complex
to advanced project management and oversite, facilitate business analysis work
including; documenting business processes, recommending improvement strategies,
and developing functional and technical requirements documentation.
Primary Responsibilities:
•Manage aspects of a technology related
project.
• Ensure project
tasks and products follow the development process and quality guidelines while
meeting functional, technical, security and contractual requirements.
Work with TDLR staff and contractor staff to
coordinate, plan, assign, supervise, and evaluate the work of the project staff
in a matrixed organization structure.
• Manage
deliverable content expectations, review processes, and acceptance
criteria.
• Ensure
deliverables meet the agreed upon quality and content.
• Develop and
manage project budgets, schedules, work plans, resource requirements, and cost
estimates and projections.
• Ensure team
members understand the project standards and be able resolve challenges with
the quality of any party's work products.
• Communicate with
the project stakeholders, management, and other relevant parties.
• Monitor and
evaluate third-party vendor and contractor performance.
• Document detailed
system requirements.
