Rate: $85.00/hr. (Vendor Pay $7.00/hr.)
 
HHSC has issued a request for a Project Manager to replace case tracking & management systems with a modernized solution. This role will support systems/programs including:
  • Program Integrity Case Tracker (PICT) System
  • Medicaid Program Integrity (MPI)
  • Chief Counsel Division
  • Surveillance Utilization Review (SUR) Acute Care Surveillance (ACS)
  • Targeted Queries teams (OIG Programs)
 
Candidates must have at least 8 years of experience supporting Federal/State projects. Preferred project experience includes upgrading legacy case management systems and/or supporting HHS agency programs such as Medicaid and human services.
 
Responsibilities include (but are not limited to):
  • Manages feature-driven Agile projects, oversees design and SDLC progress, creates project plans, and ensures timely delivery aligned with business goals.
  • Engages with sponsors, stakeholders, and teams; provides updates, facilitates meetings, and presents complex technical and business concepts clearly.
  • Tracks issues and risks, ensures resolution, supports technical work (including on-call), and mentors staff to transfer knowledge effectively.
 
Minimum Candidate Characteristics:
  • 8+ years of Federal/State PM experience for enterprise implementations (Texas preferred, but not required)
    • Experience leading IT projects supporting SDLC
 
Exceptional Candidate Characteristics:

Expected Duration: 9 months / 1512 hours (12/1/25 – 8/31/26)
 
Location: Hybrid (4-5 days onsite), candidates must be local to the Austin area

I.  DESCRIPTION OF SERVICES
 
This is a Project Manager role to replace the current Program Integrity Case Tracker (PICT) system, the legacy case management system for the Medicaid Program Integrity (MPI), Chief Counsel Division, Surveillance Utilization Review (SUR) Acute Care Surveillance (ACS), and Targeted Queries teams (collectively known henceforth as “OIG Programs”), with a modern solution that supports enhanced functionality, improved operational efficiency, and the flexibility to incorporate future enhancements. Implements standard project management industry practices for Agile Teams. Understands the PMI framework as well as how to establish a project organization and methodology within Agile (Scrum) organizations. Understands business and technical objectives of a project and works closely with multiple key project stakeholders. Communicates to clients and IT teams. Creates project charters, work plans, and other related project artifacts, as necessary. Provides technical support both during work hours and on-call, as necessary. Be able to comprehend and communicate complex technical designs and implementations as well as complex business processes. Develops and makes presentations as required to leadership and oversight entities. Serves in an analyst capacity as required. Sometimes on-call support may be required depending on the project phase.
 
The Worker will need to perform the following tasks and assignments:
  • Overseeing design and development work
  • Managing the project with feature-driven Agile methodology, overseeing, and tracking development progress, and ensuring project assignments and progress align with project timelines
  • Developing and managing project plans
  • Documenting risks, issues, and contingency plans; ensuring resolution of issues and removal of project barriers
  • Providing weekly status updates (written and verbal) and conducting regular project team status meetings
  • Overseeing the development of SDLC artifacts, ensuring business requirements are translated into technical specifications, guiding, and facilitating the SDLC process
  • Developing and maintaining solid relationships with project sponsors and stakeholders.
  • Possessing effective communication and presentation skills
  • Possessing strong teamwork skills
  • Transferring working knowledge to current staff
