Practice Overview
Burke’s Environmental, Land Use & Natural Resources Group provides interdisciplinary, full-cycle representation to public agencies, private developers, landowners, and regulated entities navigating complex regulatory environments.
Our team integrates public law, real estate, and environmental depth to advise on projects from initial concept through entitlement, implementation, and final resolution. We represent clients before local agencies, state departments, federal regulators, and in administrative and judicial proceedings.
This is a strategic growth opportunity for a senior attorney or lateral partner seeking platform leverage in a highly sophisticated regulatory practice.

Core Responsibilities
  • Advise public and private clients on land use entitlements, zoning, and development approvals
  • Counsel on CEQA, NEPA, and related environmental review compliance
  • Provide strategic guidance on federal and state environmental regulatory frameworks
  • Represent clients in administrative actions and enforcement matters
  • Manage litigation in state and federal courts when necessary
  • Draft and negotiate development agreements, environmental documentation, and regulatory filings
  • Guide projects through all phases: concept, planning, approvals, and implementation

  • CEQA and NEPA compliance
  • State and federal environmental regulatory matters
  • Water law and natural resource regulation
  • Public law and municipal land use matters
  • Administrative proceedings and regulatory appeals
  • Environmental litigation

Qualifications
  • 8+ years of environmental and land use law experience
  • Strong knowledge of California land use frameworks and environmental statutes
  • Experience representing public agencies and/or private developers
  • Administrative hearing or litigation experience preferred
  • Portable book of business preferred for Partner consideration
